According to the description, these creatures, called alfic Khajiit, rarely leave Elsweyr due to the fact that they are unpleasant when people confuse them with domestic cats, although their small size helps in intelligence. In addition, in some Talmorians they are in the service of collecting information, just pretending to be ordinary cats.
You can meet alfiks among the Khajiit caravans, in the collegium of Winterhold and the Thieves Guild.
