New minister Maksut Shadaev suggested disabling the auto-play video feature on sites, as well as degrading the quality of streaming. So, the parameters for mobile applications need to be limited to 720p, and for browsers – to 1080p. At the same time, the document itself was published in social networks, from which it is clear that officials managed to confuse the terminology: for some reason, the document refers to “pixels per square inch” (ppi).
Restrictions must be valid for the period of self-isolation (until April 30, 2023 inclusive). The agency believes that the initiative will reduce the load on the network.
“The load on the communication network due to the massive transition of subscribers to remote methods of work and training, as well as the use of streaming services, has a tendency to increase,” Shadaev explained.
In this case, the head of the association “Internet video” Alexey Bardin stated that he did not receive official requests for streaming services from the Ministry of Communications. This is due to the fact that they are not included in the list of information dissemination organizers, although it is precisely such companies that account for the lion’s share of traffic.
Bardin himself does not believe that Shadayev’s initiative will reduce the load on the Network. The fact is that companies already use adaptive streaming technology, when the video quality automatically adapts to the user’s capabilities. In addition, Russia’s infrastructure is coping with increased use.
According to experts, due to quarantine, the load on the Network in Russia has grown by 10-30%.
