The authors of Ghost of Tsushima explained why there is no target capture in the game

One feature of the combat system Ghost of tsushima was the lack of target acquisition. Such a decision in a conversation with the publication GameSpot explained the game’s narrative director Nate Fox.
Working on the battle, we watched samurai films, which, of course, became the inspiration for the sensations from this game.
And the fighters in these films often have to very smoothly switch their attention from one approaching enemy to another.
Thus, the battle is built around the fight against various enemies, a group of them.

According to Fox, targeting would prevent players from improvising and responding to multiple simultaneous threats.
We tried to make the Mongols look like a wolf pack that will surround you. And only through skill can you fend off them when they attack from all sides.
If the game had a target capture, you would not be able to move so quickly between different opponents when they would attack you.
Nate Fox
Ghost of Tsushima was released on July 17 only on the PlayStation 4.
