Changes in the wording of target platforms Ratchet & Clank: Rift Apart could potentially hint at release plans PC versions games.

VGC reporters have asked Sony to comment on the situation, but have not yet received a response. Considering that Ratchet & Clank: Rift Apart is maximally tailored for the high-speed SSD next-gen console, the release of a port for a PC seems unlikely, at least in the near future.
