The department offers the following:
- from July 1, 2023, preinstallation of Russian software for all smartphones;
- since 2023 – for tablets;
- since 2023 – for computers;
- since 2023 – for Smart TV and set-top boxes.
It is stated that for different categories of devices there will be different lists of software. However, the basic set includes a search engine, antivirus, navigation maps, instant messenger, social networks, public services and the MIR payment card.
Tablets, television devices and PCs will additionally receive an application for broadcasting two dozen mandatory public channels. At the same time, what specific applications will implement certain tasks depends on the manufacturer. Only the requirements for the developer and the type of software will be voiced.
True, the creators of the software will also set the conditions:
- the right to software belongs to a Russian citizen;
- Software is sold in Russia;
- The developer has not violated the law on personal data over the past five years.
All of these initiatives will be the basis for the three by-laws. However, experts and market representatives believe that the concept will raise questions. After all, equipment manufacturers will have to verify the compliance of various programs with their own requirements. This will take time and effort from companies.
Thus, manufacturers and sellers bear all responsibility, which opens the door to abuse.
