At the moment, three working days are given for removal. The penalty in case of failure is up to 700 thousand rubles, and in case of repeated violation – up to 3 million. It is not yet clear when the draft laws will be promulgated, but obviously this will happen soon.
Note that previously the Ministry of Culture has already tried to take control of pirated sites. In 2017, they proposed allowing pre-trial blocking of pirated resources with Russian films. A year later, the agency put forward an initiative to block all sites with pirated content, and in 2019 proposed to do this at the level of hosting providers.
None of the above initiatives have been implemented, because the Ministry of Culture is making a new attempt. At the same time, some market participants are skeptical against the system of fines, since it is unclear how to fine pirates if they hide their data.
