The Ministry of Communications agreed to postpone the introduction of part of the norms of the “Spring Law”

Recently, the Ministry of Communications sent the government a list of measures to support the IT and telecom sectors during the pandemic, reports “Kommersant“. In particular, it is proposed to postpone for a year some norms of the “Spring Law”. We are talking about the requirement to store subscriber data and increase capacity by 15% annually.

In addition, it is proposed to exclude video traffic from the calculation of capacity, since its volume increased during self-isolation.

Note that the operators estimated the costs of implementing the “Spring Law” at 40-50 billion rubles each for five years. They also count on the introduction of “tax holidays”, as existing networks need to be expanded and modernized.

Separately, it is proposed to launch a program of concessional lending to IT companies and industries. This applies to those companies that produce domestic IT-solutions. It is also proposed to give grants to institutes for the development of developers of software solutions, as well as subsidize the demand for their products.

At the moment, a decision on measures has not yet been taken, because it is difficult to predict what will be implemented and what will not.
