Corporation Microsoft has not yet reported the reasons, although it has stated that it is monitoring the situation. And users have already put forward several theories on this subject. It is suggested that the problem may be caused by a failure of group policies, a user account control system, the latest monthly cumulative updates of Windows 7, or telemetry.
In addition, enthusiasts have already managed to find a solution. Here’s the thing to do:
- Click the Windows + R combination, in the Run window type gpedit.msc and click OK.
- Go to Computer Configuration> Windows Configuration> Security Settings> Local Policies> Security Settings.
- There, find User Account Control: enable administrator approval mode and enable this option.
- Then again Windows + R and run the gpupdate / force command.
- After that, force reboot the system with shutdown-r and OK.
In some cases, you cannot run gpupdate / force, for the solution you need to restart the explorer.exe process.
Some users also claim that this problem is caused by a recent Adobe update and that disabling their Windows services will fix the problem.
Finally, there is an option to create a second administrator account, log in to it, and then switch to the first. After this, the problem is reported to be resolved, although this is a workaround and not a complete solution.
