In chapter 106 One Punch Man Tatsumaki (aka Tornado) defeated Gyроro-Gyроro, strategist of the Monster Association. At the same time, Saitama killed Lord Orochi, so everyone decided that the villains were over. However, Tornado quickly realized that Gyроro-Gyроro was not the true brain of the Monster Association, and finally, after a few months, chapter 121 introduced the true leader to readers.

After showing the terrible situations in which the rest of the heroes of the S-class ended up, the One-Punchman returns attention to Tornado, the second-rated hero. Inside Gero-Gero, she finds a bodily puppet, which, as it turns out, is not the true body of a leader. Instead, the true head of the Monster Association is deep underground, waiting for the optimal moment to use his telepathy and order the creatures to attack the Tornado. Then the manga takes the reader underground to the leader, which reveals that this human woman.
The woman boasts that even the monsters themselves do not know exactly where she is, and at her base there are three large puppets. However, despite the precautions that the villain took, Tornado’s abilities allow her to track the location of the villain and attack her. In desperation, a woman makes full use of telepathic abilities to cause Overgrown Poti and attack Tatsumaki.
Although the boss of the Monster Association is finally revealed in chapter 121, there are still many mysteries around it. We don’t even know her name. However, Tornado previously noted that the mysterious woman was a friend of her sister Fubuki. The manga also makes it clear several times that a woman is esper, like Tatsumaki.
