For a long time, Activision adhered to Call of Duty’s three-year development cycle, alternating between Infinity Ward, Treyarch, and Sledgehammer, but last year’s Call of Duty: Black Ops Cold War ended the tradition. Development of the game started at Sledgehammer with the support of Raven Software, but due to an internal conflict between the two studios, Sledgehammer left the project, handing over the supervision of the Treyarch team. For this reason, it was not completely clear which of the studios was making the 2023 game.

Sledgehammer Games was responsible for the development Call of Duty: Advanced Warfare and Call of Duty: WWII… The studio has gone through a series of upheavals over the past few years, including the departure of co-founders Glen Scofield and Michael Condrey in 2018.
